Assessment Literacy for the 21st Century discusses the importance of being familiar with the characteristics of sound assessment strategies, provides “redefined” definitions of the goals of assessment literacy, and identifies barriers to the process. Moreover, the author promotes strategies for overcoming such barriers, and outlines a four-part plan for school districts encouraging assessment literacy. Stiggins (1995) claims that sound assessments must “… arise from and serve clear purposes; … arise from and reflect clear and appropriate achievement targets; … rely on a proper assessment method, given the purpose and the target; … sample student achievement appropriately; … and control forall relevant sources of bias and distortion” (Stiggins, 1995).
